<p>For ISP&#8217;s, bandwidth throttling can be used to limit users&#8217; speeds across certain applications or limit upload speeds.</p>
<p>Google has opened up a free set of web tools to help determine if their you connection is blocking or limiting your bandwidth, called Measurement Lab (M-Lab).<br />
